I think that you touch on a very germane point.
Hubs operate at L1.
Switches operate at L2 (and L1).
Routers operate at L3 (and L2 and L1).
I've seen MANY L2 switches that didn't implement STP. The
quintessential Linksys / Netgear / Dlink 4~8 port switch comes to mind.
