It has been a very long time since I had a VAX-11/780 to play with but as other people have mentioned the format is much more likely to be RT-11 than ODS-2.

You mentioned that you had a directory listing of one or more of the floppies.

Can you scan one (or type it up)? The layout of the directory listing should give a clue to the on-disk format.
