SIMH does at least SIMH, E11, and TPC format tapes.

For simulated magnetic tapes, the ATTACH command can specify the
format of the attached tape image file:

ATTACH -f <tape_unit> <format> <filename>

The currently supported tape image file formats are:
SIMH SIMH simulator format
E11 E11 simulator format
TPC TPC format
P7B Pierce simulator 7-track format
