I second the Transformer ROM theory. I guess the transformers are the epoxied modules on the top half of the board, with some weird magnetic/inductance wizardry at the bottom doing the adressing. You may find it’s a hybrid of core rope and transformer ROM for super dense ROMs. I’m no expert at the nuances of this field though.
