What are the differences between the DEC RP11-C and RP11-E controllers?

I don’t think so.  

The 1976 Peripherals Handbook lists the RP11-C.  It shows two variants of the controller: RP11-CE (115 V, 60 Hz) and RP11-CJ (230 V, 50 Hz).  It also shows two variants of the drive: RP03-AS (230 V, 60 Hz) and RP03-BS (230 V, 50 Hz), both of those are three phase.
