That certainly does look like a VT100 keyboard, but with
application-specific labels instead of the VT100 generic makers L1,
L2, L3 and L4.

I don't think I could quite tell from the photo - does that keyboard
have a 1/4" multi-level jack like a "real" VT100 keyboard, or does it
have some sort of DIN connector?  If it's a 1/4 jack, it will probably
be easy to tell if it's exactly wired like a VT100 keyboard, or
perhaps for some compatible terminal (like a CItoh which is physically
similar, but not interchangeable).
