Did you perhaps change your IP address? Bitsavers rsync access is only
allowed per specific IP addresses...

for those who wonder why our mirror at
  bitsavers.informatik.uni-stuttgart.de
is outdated:
The reason is that the main rsync server is down/unavailable since March,
11. I've already contacted Al several days ago but haven't got any response
yet.
